Second Announcement and Call for Papers
Public finance and taxation policies are instrumental to the achievement of environmental protection targets and to materialize a scientific outlook on development. In recent years, the development of public finance and taxation policy in the environmental realm has been promoted by government departments of Environmental Protection and Finance and also moved forward through studies by other research bodies. The International Workshop on Environmental Finance and Taxation Policy will be an opportunity for participants to better understand this growing field, explore new methods of environmental protection, exchange research outcomes, and share practical experience in the area. The international workshop will be held in Beijing on Dec.10-11, 2009 and is jointly organized by the Chinese Academy for Environmental Planning(CAEP)of the Ministry of Environmental Protection, and the Department of Environmental Science and Engineering of Tsinghua University.
1 The objectives of the Workshop
The main objective of the workshop is to gain deeper understanding of national and international policies and practices with regard to public environmental finance, environmental taxation and fees, and environmental investment and financing. Through doing so, the workshop can provide empirical references and policy recommendations for developing a framework of public finance, taxation policies, investment and finance mechanisms that are adaptive to China's new path to environmental protection.
2 The themes of the Workshop
- Public environment finance policy:theoretical study, empirical study, as well as a summary of field experience;study on the influence of public fiscal policy on energy conservation and pollution emission reduction;study of the responsibilities of financial administrations in environmental protection。
- Green taxation:study on greening the existing tax system;study on environmental tax, tax expenditure, and the influence of environmental tax on economy, distribution, and trade.
- Policy mechanisms of environmental protection investment and financing: scale and source of environmental protection input; research on financing products; the development of green financing products.
- Study on the policy of investment in environmental protection during the “Twelfth Five-Year Plan” period, including the study on investment forecast, investment scale, investment focus and direction, financing strategy, and investment mode for environmental protection.

4 Submission of papers
Requirements and method of paper submission:
- Unpublished papers within the scope of the workshop are welcomed. The full text should be no more than 8000 words (including diagrams and references as well as an abstract both in Chinese and English). The abstract of the paper should be less than 800 words (2 pages in Word format)). The paper will be accompanied by attachment indicating whether he/she will give an oral presentation. For the format of the paper, please refer to the attached template. The language of the paper may be in Chinese or English. The author will be responsible for his/her paper.
- Authors should send the abstracts and papers as attachments to thudemp@gmail.com, with E-mail subject title of “Workshop paper submission”. Please mark the abstract with title of the paper, the name of the first author, as well as the institution of the author. The deadline for paper submission is on September 15, 2009. The acceptance notification will be sent before September 30, 2009 after the abstract of the paper has been reviewed by the academic committee of the Workshop.
Paper publication and delivering:
Excellent papers selected by the academic committee will be published in journals of Environmental Economics and Policy and Environmental Economy etc. The international academic committee will invite authors of excellent papers to give an oral presentation at the workshop.
5 Some important arrangements
1) Main participants: national and international experts and scholars from universities, research institutes, non-governmental organizations, and private sectors, and governmental officials.
2) Languages:Chinese and English (simultaneous interpretation will be available)
3) Cost of the workshop: there is no registration fee for the workshop. The organizers will provide free beverages and dinners during the workshop. Accommodation and transportation costs are at the participants’ expense.
