Second Meeting of the Fifth Session of PACE BOD
The second meeting of the fifth session of PACE BOD was conducted by web-conference from December 28, 2009 to January 20, 2010. Through E-mail communication PACE BOD members reviewed the following agenda items: 1. Changes of PACE BOD members; 2. PACE activities in 2009 and the implementation of PACE 2009 work plan; 3. PACE 2010 work plan; 4. Cooperation and Coalition with the Chinese Environmental Scholars & Professionals Network (CESPN); 5. Other matters;
The meeting was convened by
1. In November 2009, PACE BOD (2008-2010)member Dr. Jimmy Chen made a request of resigning from PACE BOD due to some personal reasons. PACE Chair Dr. Wang Jinnan has consented to Dr. Chen’s request. According to PACE By-laws, this meeting should consider whether it is necessary to elect a BOD member to fill Dr. Chen’s vacancy. There was no disagreement on the resignation of Dr. Chen. However, participating BOD members considered that, given the possible coalition between PACE and CESPN, we should not elect a new PACE Director to fill the vacancy for the time being, and we may spare that vacancy for a person from CESPN until the election of 2010-2012 PACE BOD members which should be conducted before the end of 2010. Dr. Wang Hua suggested that the preparation for the election be started as soon as possible in order to conclude the election by the end of October 2010.
2. PACE activities in 2009 and the implementation of PACE 2009 work plan. PACE President Dr. Gong Yuyang prepared a written report to the meeting on PACE activities in 2009 and the state of the implementation of PACE 2008 – 2009 work plan which had been endorsed by the first PACE BOD meeting in 2009. While satisfied with the achievements got in 2009 the Directors pointed out some shortcomings in PACE work in 2009 and made suggestions for improvement in 2010. Meeting participants appreciated the compilation of China Environment News and its issuance at PACE web site. PACE Directors considered that PACE should not only compile some environmental news from other sources but also make analysis on China’s environmental issues based on the research work of its members. Directors believed that there is room for the further improvement of PACE web page, for instance more sections can be added to PACE web page - a section focusing on information/links about jobs/employment opportunities in fields related to Chinese environmental protection and a similar section dedicated to informing people on the wide range of international/national scholarships and academic opportunities for Chinese/non-Chinese students interested in environmental protection in China; The interface for registration should be more user friendly to facilitate the registration of new PACE members; The blog function should be fully utilized, this may need some volunteers to take the lead. In addition, Directors expressed their concern on the matter of establishing a full time position - “Executive Vice President” for PACE.
3. PACE 2010 work plan. PACE President Dr. Gong Yuyang presented to the meeting the 2010 work plan and listened to the comments of BOD members. Directors showed their consent of the preliminary plan and considered the need of working out more detailed implementation measures. Directors showed their great interest in organizing a workshop on low carbon economy. They further suggested that certain sub-topics should be established under this general theme, which PACE may have advantages, and partners/co-organizers for this workshop should be sought. Dr. Wang Hua and Prof. Zhang Shiqiu stated that, in addition to the above-mentioned workshop, PACE may consider organizing other activities, e.g. co-organizing workshop on environmental valuation with the World Bank in August, and PACE 2010 summer camp on environmental economics.
