PACE 2009 Annual Report

Dear PACE colleagues:

 

Under the leadership of PACE Chairman Dr. Wang and BOD directors and with the great support from many of you, PACE has had a successful year of 2009. To make this report easy to read and to hold myself and our management team accountable, I have decided to present this annual report in a slightly different format: list activities proposed in the 2009 Work Plan (original text included) and the progress we made for each activity.

 

Activity 1:

 

Proposed:

1)      To sponsor a major international conference in Wuhan City in the summer of 2009 (June 27th to 30th).

 

Original proposal text as follows:

PACE, as one of three key sponsors, will sponsor and participate in Wuhan International Conference this summer. The conference will be held in conjunction with 2009 Annual Meeting of Chinese Society for Environmental Sciences (CSES), and a few other meetings such as Wuhan Forum; and Overseas Chinese Entrepreneur Summit.

 

In addition to PACE and CSES, other conference organizers include the Chinese Association for Science and Technology (CAST); the Sino-Ecologists Association Overseas, Chinese Environmental Scholars & Professionals Network, and Environmental & Public Health Network for Chinese Students and Scholars, plus a few universities.

 

The proposed activity is to be led by Dr. Wang Jiannan, Dr. Gong and Mr. Cheng. We recommend this activity to be treated as one of the key PACE activities planned for Year 2009. PACE will lead one of main conference sections with 4 sub-sessions each with 4 to 5 speakers, subject to final agreement with other organizers (to be coordinated by Dr. Gong);

 

Financial resources needed include funds for international travels of keynote speakers and some assistance for needed PACE members participating in the conference. Dr. Gong will locate the funds and speakers, working with others members in the conference organization committee.

 

Progress: Successfully completed

 

The Wuhan International Conference on Environment (WICE) was held in Wuhan International Convention and Exhibition Center on October 16-18, 2009.  PACE sponsored and co-organized the presentation and discussion under Topic C (renewable energy and eco-city development) and topic E (green economy, environmentally friendly society and sustainable policy). PACE Chairman Dr. Wang Jinnan and PACE President Dr. Gong Yuyang chaired the meeting. Over twenty experts from U.S.A., UK and China made presentations on new energy, low carbon economy, circular economy, and sustainable development and had an active discussion with the participants of the session.

 

 

Activity 2:

 

Proposed:

 

2)    A summer camp in Kungming City

 

Original proposal text as follows:

This will be a follow up activity to 2006’s successful summer camp in Qingdao led by Dr Wang Hua and Dr. He Jie. The activity will be led by Wang Hua and He Jie. Details are subject to Wang Hua and He Jie's plan; Wang Hua is talking with some key players and will be responsible for fund identifications.

 

This activity will be the No 2 activity proposed for PACE 2009.

 

Progress: Successfully completed

 

Sponsored by the China Academy for Environment Planning and Renmin University of China, PACE has organized with Center for Rural Development Studies of Yunnan University the second PACE summer camp in Kunming, Yunnan during July 13-15, 2009. This event has attracted more then 80 participants from universities, governmental offices and other research institutes specialized in environmental studies in both China and foreign countries.  Over 50 participants, mostly postgraduate students, presented their recent research works in the area of environmental economics including emission trading, environmental valuation, ecology & natural resource protection and management, climate change, etc.

 

Compared to the previous summer camps, significant improvement in the quality of the research presented during the summer camp has been noticed by most of the professors and researchers.

 

 

Activity 3

3) Membership drive and services to PACE members

 

Original proposal text as follows:

This is rather a comprehensive program and one of the focused areas by this management team. The main objectives are a) to recruit new members, bring out/up active players within PACE, and to adsorb some new groups or to be formed young associations such as some active players in Wuhan Conference; and b) to serve PACE members better, by offering more opportunities/means to learn and exchanges their professional views more effectively, and opportunities to publish (through PACE magazine) and publicize (through PACE website and list servers) their speeches, papers and books. These proposed PACE activities shall be able to advance our members professional career paths or build up their credentials.

 

For membership drive:

 

We propose to offer sub-committees or programs to those promising leaders of some active but very young professional groups; with a condition and the only condition that they will join PACE as a group. This will ensure that PACE has less competition in member sources and will reach a larger population of environmental professionals both within China and overseas.

 

We propose to prepare a mini-brochure for PACE to be distributed / mailed for membership drive and for public reach out; to be used for seminars/conference distributions. This brochure preparation activity is to be led by Dr. Wang Jinnan and Mr. Cheng. Associated publication costs are to be secured by Dr. Wang and his group.

 

Under this membership drive and services program, we propose to review and do a good book keeping work for the registered members and build a good database to understand and track our membership status. Based on that work, we will conduct an annual membership survey, to better understand their needs and expectations and available expertise. PACE may design and implement an annual membership survey as an additional way to engage our members. The results of the survey will be used to update or modify the work program.

 

This survey activity will be led by Ms Zhang, supported by a full time Beijing junior staff and by a former BOD director (Mr. Zhu Da).

 

Member services:

 

To better serve our members, we will re-exam the current programs, newly opened blog platform, previous forum and publication efforts. PACE will organize its programs around the themes of "Community of Learning" for members to share knowledge, generate ideas and discussions, and of “Making a Difference in China Environment” by starting one or two focused initiatives/programs and bridging/importing/advising in these focused areas.

 

This internal “"Community of Learning" is to be led by Ms Zhang Rong, our BOD director in DC. Engagement channels could also include adding interactive features on the PACE website to create a virtual "Community of Learning" space.

 

The focused areas proposed are “environmental justices” and “building eco-society”. The programs are in early consultation stages but seems to make sense and is timely presented to PACE. We will need to identify leaders and groups to push for these initiatives.

 

Progress: Successful

 

a)       On member services: PACE has published 38 issues of weekly news letter called Environment China. CC Huang has done a remarkable job, not only edited and published weekly news letter; she also reached out with other NGO such as China Dialogue. Our news letter is simultaneously published on their website weekly.

b)      On membership drive: Mr. Cheng Weixue had edited and produced a nice PACE booklet for membership drive. The news letter has attracted a numbers of subscribers.

c)      On subcommittee and membership drive as well, PACE has initiated the merger effort of Chinese Environmental Scholars and Professionals Network (CESP), subject to BOD review and approval.

 

 

Activity 4

 

Proposed:

 

4) Establish a full time PACE leadership position ("executive Vice President").

 

Original proposal text as follows:

This is a two year plan. Dr. Gong will lead preparation work. We will re-exam the registration process in China. The effort is already under way. Mr. Cheng and Dr. Gong had meetings with some insiders here in BJ and will do more in next couple months. We will seek advices and work with our BOD director Ms. Wu Chang Hua as she has led this effort previously. This activity will be led by Dr. Gong and supported by Dr Wang Jinnan, Dr. Wang Hua, Ms Wu Changhua, and Mr. Cheng, with assistance of Mr. Gan and others.

 

Associated costs will be secured by Dr. Gong. Dr. Gong will lead some project bids and fund raising activities on behalf of PACE.

 

Under this activity, we will locate and secure an in-China office with a full time staff to carry/follow/implement BOD and Management decisions/activities.

 

Progress:

Little was achieved. Some funds were committed by our BOD members but not yet materialized. No project bid efforts were made under PACE.

 

 

Activity 5

 

Proposed:

 

5) PACE Out Reach Program. 

 

Original proposal text as follows:

PACE will intensify its efforts in out reach program. We will re-group existing programs and develop new programs to promote PACE.

 

PACE will recruit an active Out Reach Program manager. The out reach program will identify activities to sponsor and generate speaking opportunities for its members; and will work through PACE website and list servers to publicize PACE activities; Main focus in short term is to improve the website communications, promote blog use, web publications, and seek co operations with other well established websites/associations. This can be an integrated part of our member service program but with a different focus and purpose.

 

This activity will be led by Dr. Gong and Dr. Roger Raufer (one of our proposed VP candidates) and will be implemented by the proposed Program Manager Candidate Ms CC Huang.

 

Progress: Successful

 

a) We recruited and appointed Ms. CC Huang as Out Reach Program Manager. The news letter is a big success, as well as link/collaboration with China Dialogue.

 

b) Under the leadership of VP Mr. Cheng, PACE has upgraded its website.

 

 

Other Activities:

PACE actively sponsored and participated in the 2009 Annual Conference of the Chinese Society of Environmental Sciences (CSES) convened on June 27-30, 2009 in Wuhan and the International Workshop on Environmental Finance and Taxation Policy held on December 10-11, 2009 in Beijing. Both activities have positive outreach impact in promoting PACE brand.

 

 

Proposed 2009 PACE Management Team.

 

Original proposal text as follows:

We propose to keep all current management team members and their posts; including Mr. Cheng to continue serve as VP leading some of in-China activities and supporting Dr. Wang Jiannan and BOD.

 

We propose to add two Vice President positions: One in DC to lead DC and US activities and working with Dr. Wang Hua; and one to take care of PACE out reach, project bids and fund raising activities, working together with Dr. Gong. One candidate accepting the offer is Dr. Roger Raufer; his short CV is attached for review.

 

We also propose to call for participations of ex- PACE BOD directors and program leaders, with similar concept as keeping Dr Wang Hua active in PACE. We intend to bring fellows like Dr. Xie Jian; Mr. Zhang Jian Yu; Mr. Wu Yue Gang etc. With the challenges from other newly created organizations, we need to be proactive and bring back our ex-leaders.

 

Status on Management Team:

Two VPs candidates accepted the jobs; and have led PACE in different areas. Mr. Cheng has played a vital rule in PACE daily activities, in particularly the website update and WICE conference daily management. Dr. Raufer has been instrumental in PACE outreach activities.
